The Bland Police Department is committed to protecting life and property, enforcing City ordinances and state laws, and helping maintain a safe community for residents and visitors.
The department also assists residents with City permits, pet registration, ordinance-related questions, and other public safety services.

PUBLIC SAFETY
ATV Permit Registration
A City of Bland permit is required to operate an all-terrain vehicle on City streets under the City’s special-use permit program.
Applicants must be at least 18 years old and hold a valid driver’s license.
What to Bring
Applicants must submit a completed ATV Permit Registration Form and provide:
- A valid driver’s license
- Current proof of liability insurance
- Proof of paid personal property taxes
- Vehicle make, model, and year
- VIN or serial number
- Insurance company and policy information
- State registration or manufacturer’s certificate of origin
The permit is valid only for the vehicle listed on the application. Liability insurance must remain active while the ATV is operated on City streets.
Permit Fee and Renewal
The ATV permit fee is $15 per vehicle.
Permits are valid through December 31 of the year issued and must be renewed each calendar year.
The permit must be displayed on the left, driver-side front fender where it is visible to law enforcement.
Operating Requirements
While operating an ATV on City of Bland streets:
- The ATV may not exceed 20 miles per hour.
- All traffic laws must be followed.
- Working headlamps and tail lamps must remain on.
- A day-glow bicycle safety flag must be attached to the rear of the vehicle and extend at least seven feet above the ground.
- Passengers are permitted only when the ATV is designed and equipped to carry them.
- Passengers under 18 must wear an approved DOT motorcycle helmet.
- Liability insurance must remain active while the vehicle is operated on City streets.
Failure to comply with City requirements may result in the permit being revoked and may lead to other applicable penalties.
Annual Pet Registration : $5.00 per animal
Dog and cat tags may be obtained at Bland City Hall.
Pet owners must provide proof of a current rabies vaccination when registering their animal.
Tags are valid through December 31 of the year issued and must be renewed annually.
