The City of Bland Public Works Department helps maintain the essential systems and infrastructure residents rely on each day.
The department’s responsibilities include municipal water and sewer services, street maintenance, utility inspections, and other projects that support the health, safety, and operation of the community.

WATER
City Water Services
The City of Bland provides municipal water service to properties within its service area.
Residents may use the forms and information on this page to request that water service be started or discontinued, apply for a new water connection, and pay their City utility bill.
Turning On Water Service
To have water service turned on at a property with an existing City water connection, applicants must complete the required water service documents and submit them to Bland City Hall.
Customer Responsibilities
Customers are responsible for maintaining private water lines, fixtures, and plumbing located on their property.
Water service lines must be maintained in good condition and kept free from leaks. Any required repairs or maintenance to private service lines are the responsibility of the property owner or water customer.
Only an authorized City employee or person authorized by the City may turn City water service on or off, except when action is necessary to stop escaping water. City representatives may inspect meters, service lines, and plumbing associated with the City water system.

Water Service Fees
The following fees are required:
- $75 water service deposit
- $25 inspection fee
The $75 deposit is refundable when the account is closed, provided no balance or other amount is owed to the City.
The $25 inspection fee is non-refundable.
Water service will be turned on only after the required inspection has been completed and approved. The City’s Water User’s Agreement also identifies the $75 deposit and outlines the customer’s responsibilities after service begins.

Water User’s Agreement
The Water User’s Agreement is required when establishing City of Bland water service. The agreement includes information about the water service deposit, billing responsibilities, property access, inspections, and customer responsibilities.
Utility Shutoff Request
Residents who are moving or otherwise need to discontinue water service should complete a Utility Shutoff Request.
The form asks for the requested shutoff date, service address, account and meter information, forwarding address, and customer signature.
New Water Connections
The Application for Water Connection is intended for properties that require a new meter, service line, or physical connection to the City water system.
New water connections must be reviewed by the Public Works Director. Connection costs are determined according to the work required and are separate from the regular water service deposit and inspection fee.
The application states that the connection fee will be based on the cost of the work and will be no less than $200. Customer service lines, plumbing, and related connections are subject to inspection before water service is turned on.
SEWER
City Sewer Services
The City of Bland operates and maintains the municipal sewer system serving properties within the City’s service area.
Proper care of the system helps protect public health, private property, and the surrounding environment.
Residents should contact City Hall when experiencing a possible problem involving a City sewer main or other public sewer infrastructure.
Reporting a Sewer Problem
Contact Bland City Hall if you notice:
- Sewage coming from a manhole
- Multiple drains backing up at the same time
- Unusual sewer odors near a street or public area
- Standing wastewater
- A possible problem involving a City sewer line
Problems located within a private sewer line or on private property may be the responsibility of the property owner. City staff can help determine whether the issue involves the public sewer system.

Only human waste and toilet paper should be flushed.
Please do not flush or pour the following items into the sewer system:
- Wipes, including products labeled “flushable”
- Paper towels
- Feminine hygiene products
- Diapers
- Grease, fats, or cooking oil
- Medications
- Paint, chemicals, or automotive fluids
- Food scraps or other solid materials
These items can cause blockages, damage equipment, and lead to costly sewer backups.
New sewer connections may require City approval, inspection, and applicable connection fees.
Contact Bland City Hall before beginning work involving a new sewer connection or making changes to an existing service line.
STREETS
The City of Bland maintains City-owned streets, signs, drainage areas, and public rights-of-way within its jurisdiction.
Street maintenance may include pothole repair, surface maintenance, drainage improvements, sign replacement, brush removal, and other work needed to keep City streets safe and accessible.
Some roads in and around Bland may be maintained by Gasconade County, Osage County, or the State of Missouri. City Hall can help residents determine which agency is responsible for a particular road.
Residents may contact City Hall to report:
- Potholes or damaged pavement
- Missing or damaged street signs
- Drainage problems or standing water
- Trees or limbs blocking a City street
- Debris in the roadway
- Snow or ice concerns
- Other street maintenance issues
